| 内容記述 | [概要] 本稿の目的は, 空港の所有・運営形態に関する体系的な整理を通じて, 空港民営化の現状と課題を明らかにすることである。空港民営化が世界的な潮流といわれる昨今において, 世界の多くの空港では, その公共的性質を維持しつつも効率的な経営を目指さなくてはならない。その過程で多様な進展を遂げてきた空港の所有・運営形態に関して考察した結果, 公的部門の一定関与を留保しながら民営化されたケースが相対的に多数を占めており, 純粋な民間所有空港は少数であることが明らかとなった。空港経営の効率化を目指すためには, 空港経営の特殊性(専門知識と十分な財政基盤)を考慮したうえで, 完全民営化を最終目標とするプロセスが重要であり, 民営化の成否に関して公的部門における関与の程度は重要な鍵を握ることになる。 [Abstract] The aim of this paper is to illustrate the current situation and issues of airport privatization through overviewing the airport ownership and management pattern. Great majority of airports all over the world must drive for efficient management with maintaining their public nature. In fact, while a large number of airports have privatized with some kind of public involvement, there are few airports which fully owned by private sectors. We find that full privatization process is significant to make airport efficient. Success and failure of airport privatization may depend heavily on the degree of public involvement. |
