| 内容記述 | 本稿は, 韓国の交通インフラ投資政策が1960年代以降の約半世紀の間にたどった歴史的経緯と投資政策の展開過程について, 交通投資政策に関わる公的財源制度の変革の歴史を通して説明する。交通投資政策の構造変化は韓国における交通政策の近代化を反映するものであり, 時代の流れとともに投資政策の理念が大きな変化を遂げてきたことを, 鉄道インフラ投資の変化および交通特別会計制度の設立に焦点をあてながら論じる。都市鉄道や高速鉄道の整備など鉄道の近代化を重視した交通投資政策の構造変化は1980年代に始まり1990年代に大きな変革を遂げた。交通投資の財政的基盤である公的財源制度の拡充をはかり, さまざまな交通手段間の連携を重視した総合的な交通インフラの形成をめざそうとする交通投資政策の推進の背景として, 各種交通手段の競争基盤を整え, 競争条件の公平化をはかろうとする交通調整政策の理念が作用していることを論じるのも本稿の目的である。 （英文） This paper discusses the philosophical and institutional changes of the transport investment policy during the half century after the 1960s in Korea, focusing the establishment and transition process of the governmental special account system for the construction of transport infrastructures. Reflecting the modernization of transport system in Korea, the structural changes of the policy occurred in 1980s and has experienced still bigger changes since the 1990s as a result of the change of ideas for the transport investment policy. The idea was changed from "ad hoc (stop gap) " type to "comprehensive transport policy" type, with which the government aimed at the cooperative relationship of various modes of transport and the "equal-footing" of their competitive conditions. One of the purpose of this paper is to review the transition process of Korean transport investment policy in drawing a relation to the issues of transport coordination policy in transport economics. |
