| 内容記述 | [Abstract] The low birthrate and children on the waiting-list are big issues in Japan. To improve the situation, the Japanese government declared its policy to unify social security and tax for childcare system. In fact this attempt to reform childcare system has been carried ahead since 1990’, and in 2012 , a remarkable bill of reform of childcare system was approved in the Diet. This bill was named New System for Children and Child-raising. A new system for children and child-raring in which a good rearing environment for all children is secured and children and child-rearing households supported by the whole of society is being discussed. However, this new system mainly focuses on reducing the children on the waiting-list, by establishing the new childcare facilities and unifying kindegartens and childdaycare centers. This report analyses the contents of the new system which should be based on the interests of the child, and defines future issues that how to ensure the quality of childcare environment. | |||||||||
