Saga prefecture was incorporated into Nagasaki Prefecture in 1878 . From 1878 to 1883 , the county entreated to establish their new middle schools. Tadakatsu Utsumi, prefectural governor, permitted the establishment of middle schools. However, in 1883 , Saga Prefecture was independent from Nagasaki Prefecture. Saga prefectural assembly discussed the integration and abolition of middle schools. Assembly was divided on the issues: the object of middle school and educational policies. The prefectural governor planed to establish a prefectural middle school as a core school in Saga. In this plan, he controlled the level of student's learning ability and adjust to “Chuugakkou-Tsuusoku (general rule of middle school)”.
