Although the primary source documents are numbered, the former topic refers to the philosophy of the Chubu Region Scheme and four people who played an active role in establishing the Chubu Region and also describes the subjects of one urban improvement area and 13 urban development areas that reached the implementation stage in the beginning of the 1970's. Over time it became absolutely necessary to revise several points of the Chub Region Basic Development and Improvement Plan. The latter was the topic concerning the building of a North-South highway, the Tokai-Hokuriku Expressway. This topic makes reference to the fact that it took almost a half-century to open the entire length of the road and mentions the circumstances before and after the opening the road.
