The original government-led industrialization strategy was replaced by the neo-classical strategy of leaving economic development to the market mechanisms in 1980 when the Bank introduced structural adjustment lending.　This new strategy, however, did not bring about economic growth, and poverty worsened in many developing countries. As a result, since the mid-1990s, the importance of institution has been widely recognized as a prerequisite for sustained economic growth and poverty reduction.
