First the per capita level of the gross product, private capital, and social capital within prefectures will be compared for 1975 and 2003. Next, the transition of each gap for the period in 1975 to 2003 is shown and analyzed. In addition, the production function according to all prefectures which contain a private capital and social capital as factors of production is estimated, the productivity effect and marginal products are shown, and the state of public investment is considered. It has been estimated that income differential increased a little in 2000 and afterwards, private capital gap reduced and social capital gap expanded.
