The discussion in this paper is developed as follows: on one side, economic progress is the lasting element creating happiness for people, it requires a step-by-step upgrading of human character. On the other side, economic decline is the lasting element driving people into poverty, and this brings about the step-by-step degrading of human character. Finally, we have found that, on an analogy with biological step-by-step upgrading, moral character is at the intermediate step and this type of upgrading is slow. Control over human character development is very difficult.
