That covers only small civil groups. A purpose of this study is searching why and how that narrow concept formed. Especially, I observe Nihon Networkers' Kaigi (JNC; Japan Networkers' Coference) that played important role in early stage. In this paper, I describe the process JNC started and their activities in detail.
