Common trade information was not widely distributed in that region; however, individual exporters could not easily gather this information. The Ministry of Agriculture and Commerce implemented overseas tours by businessmen and economic organizations, established commercial exhibition galleries and constructed an \"Overseas business trainee\" system as the basis for gathering trade information. At the same time, it gathered information in \"Consular Reports\" using the Ministry of Foreign Affairs' network of overseas consuls.
