The present system, however, does not cope with the role that big cities play causing various problems. In such a background the time has come to reconsider the system. It is also necessary to discuss how the fiscal management of ordinance-designated cities should be in particular. In this paper, we analyze the above question by using quantitative analysis focused on relations between government spending and the population scale.
