〈Survey Report〉鳥取県及び県下19市町村における教育費支援情報に係る広報のあり方―漸進的無償化に係る自治体総合施策の研究(5)― 〈Survey Report〉How to publicize various information of educational expenses support in Tottori Prefecture and its 19 local governments: The fifth report of the study on local government comprehensive policy for the progressive introduction of free education 渡部(君和田), 容子 ワタナベ（キミワダ）, ヨウコ 渡部, 昭男 ワタナベ, アキオ 鳥取県及び県下19市町村 教育費支援 広報 自治体総合施策 漸進的無償化 青年期に及ぶ支援 圏域・広域連合・郡 Tottori Prefecture and its 19 local governments support for education expenses public information local government comprehensive policy progressive introduction of free education support up to adolescence regions, regional associations and counties [要旨] 本稿では、都道府県別の現状と特徴を踏まえ、漸進的無償化に係る自治体総合施策に向けた課題検討を進めることを目的に、鳥取県と県下19市町村の教育費支援情報に係る広報・施策を検討した。その結果、1)19市町村の施策展開が可能な環境・条件整備における県が果たしている率先と調整の役割、2)子育て情報のガイドブックの発行やSNS の活用、3)就学前段階における保育料の軽減無償化や家庭育児支援など、4)小中学生期における通学用品支援や学習支援・放課後支援など、5)高校生・大学生期における通学費補助・奨学金返還支援事業など、6)ひとり親家庭に係る入学支度金・児童年金など、7)コロナ禍に関連した妊産婦支援・学童支援・若者支援などの独自施策の展開、が明らかとなった。加えて、第一に「切れ目のない支援」において妊娠から子育て期に留まらず、小中学生期、さらには高校生・青年期までを志向する自治体があること、第二に「重層的・相補的な支援」に関して圏域・広域連合や郡の単位も視野に入れるべきことが示唆された。 [英文抄録] With the aim of advancing the study of issues for comprehensive municipal measures for gradual free education based on the current situation and characteristics of each prefecture, this paper examined publicity and measures related to information on support for education costs in Tottori Prefecture and its 19 municipalities. As a result, the following seven characteristics were identified. 1. The initiative and coordination role played by Tottori Prefecture in creating the environment and conditions that enable the implementation of measures by the 19 municipalities; 2. The publication of guidebooks and distribution using SNS in the provision of childcare information; 3. At the pre-school stage, there are unique measures such as reduced or free childcare fees and support for family childcare, etc.; 4. At the compulsory education stage, there are unique measures such as support for school attendance, learning support and after-school support, etc.; 5. At the stage of high school and university students, there are subsidies for long-distance commuting expenses and scholarship repayment support programmes, etc.; 6. With regard to single-parent families, there is a school enrolment allowance and a child pension, etc.; and 7. With regard to relief measures for the COVID-19, support for pregnant women, school children and young people can be seen. In addition, firstly, with regard to 'seamless support', there are several municipalities that considered not only the period from pregnancy to child rearing, but also compulsory education, high school education and even adolescence in Tottori Prefecture.
