地方公営企業における広域的事業統合効果の検証 Empirical studies about wide-area consolidation of the local public enterprises 浦上, 拓也 ウラカミ, タクヤ 中山, 徳良 ナカヤマ, ノリヨシ 地方公営企業 広域化・共同化 実証分析 https://kaken.nii.ac.jp/grant/KAKENHI-PROJECT-17K03738/ 研究成果の概要（和文）：本研究の目的は、日本政府が推進している地方公営企業の広域的統合の効果を計量経済学的手法を用いて実証分析することである。日本の地方公営企業は現在、さまざまな社会・経済環境の変化・事業環境の変化に直面している。その最も大きな変化とは、人口減少、施設の老朽化、そして頻発する自然災害である。人口減少は収入の減少だけでなく組織規模の縮小をもたらす。一方、施設の老朽化および自然災害は将来の投資の増加をもたらす。日本政府は特に小規模企業に広域化を促す政策を展開しており、本研究では広域化おける制度的諸問題を踏まえ実証分析を行った。結果として、広域化には一定の効果が期待されることが明らかとなった。研究成果の概要（英文）：The purpose of this study is to empirically analyze the effects of wide-area consolidation of local public enterprises promoted by the Japanese government by using the econometric methods. Japanese local public enterprises are currently facing various changes in social and economic environments and business environments. The biggest changes are population decline, aging facilities, and frequent natural disasters. The population decline not only reduces income, but also reduces the size of the organization. On the other hand, aging facilities and natural disasters increase future investment. The Japanese government has developed a policy that encourages small enterprises to merge with or conduct collaboration with neighboring companies. In this study, we conducted an empirical analysis in view of various institutional problems related to wide-area consolidation.
